Put simply, it's required for nearly evereryone. $0 income is not one of the exceptions.
There's a laundry list of dumb laws on the books.
You can't punch a horse in the mouth on Sunday in Arizona.

You have to take an on-line/phone counseling service within 180 days of filing for bankruptcy and then you have to take another one before your debts are discharged. There is NO way around this since they changed the law in 2005. There are many sites that you can use some charge more then others so shop around. It will cost $299 to file the bankruptcy and the fees for the counseling can run from $30+ - $50 plus the second counseling. If you hire an attorney it will depend on how many debtors you have but it will cost most likely around 1200 for the attorney to represent you. I recommend you to get an attorney since if you miss something, you will lose the money it cost to file as well as the money you paid for the counseling.

The Bankruptcy Reform Act (BAPCPA) of 2005 requires that you receive credit counseling from a credit counselor certified by the US Trustee to provide pre-bankruptcy credit counseling in your District within 180 days prior to filing bankruptcy. The law makes no exceptions for people without incomes, people who just had a $1 million dollar heart attack and didn't have health insurance, people whose homes and businesses or even whole towns were demolished by a tornado or flood or hurricane (except Hurricane Katrina - there is a specific exception for that particular hurricane), etc., etc., etc.

It is a stupid law in some ways (or at very least, the way it was written is stupid in some ways), but it is the law. So you just have to do it.

Sometimes this particular requirement makes no sense, but you have to do it anyway because it is the law, and the law did not grant any exceptions (other than victims of Hurricane Katrina, which was in the news at the time the law was being passed).
